The founding of the League of Nationsas the forerunner of the UN in 1919, inspired by proposals by US President Wilson, was a hopeful but impotent attempt to create an institution that could have brought about a peaceful settlement in the event of conflicts of interest between individual states. Member states had to undertake to draw up a disarmament plan and to maintain territorial integrity and political sovereignty.
